This is by design. the Factions require true standings not skill modified standings to be involved.
I have a standing of 6.01 and recieve the following when trying to enlist my corporation with Caldari State:
Your corporation can not join the faction for the following reason: Your corporation is not regarded highly enough by the faction. The standing with the faction is only 0.00 but needs to be at least 0.5.
Are you sure that you are looking at the correct standings? It is Faction standing. Right click yourself, click show info, click your avatar, click the corporation logo, click standings, click "Liked By" and search under "Faction" and for "Caldari state".

People that are experiencing weird issues with overview, right click menus and other interface issues, please clear your cache and settings. These things are usually caused by corrupted cache which can happen if you copy the cache over from an older client to the new one.

The connection issues people are experiencing is not related to the Empyrean Age expansion. The issues you are experiencing is on an Internet Service Provider level and there is not much other than relaying the information about the status of their work to you.
